Job Description

Job Title: Human Resources Director
Department: Human Resources

Summary of Essential Duties and Responsibilities: The Director of Human Resources directs the development, implementation and coordination of policies and programs covering employment, placement, orientation, training, employee relations, compensation, organization development, benefits and employee services. They direct the development and consistent implementation of human resource policies and practices throughout the Hospital.

Specific duties and responsibilities include:

· Management of employment compensation practices and schedules, employee benefit offerings, labor relations and employee services

· Plans, develops, directs, manages and enforces policies relating to all phases of human resource activity. Demonstrates awareness of and compliance with Hospital policies and procedures and assumes responsibility for implementation and enforcement of new policies and procedures.

· Coordinates employee orientation activities, benefit renewals and open enrollment, employee training and other services as needed

· Manages personnel records including determination of compliance with applicable record-keeping standards, rates of pay, job code and changes in pay rates and coordinates those activities with the payroll process. Keeps record of insurance coverage, pension plan and personnel transactions such as hires, promotions, transfers, performance reviews and terminations.

· Reviews wages regularly to ensure proper application of approved pay rates and accuracy; works to resolve discrepancies in payroll in a timely and effective manner. Records and communicates changes affecting employee wages such as job transitions, benefit changes, etc. to ensure accurate and timely processing of payroll

· Prepares all monthly, quarterly and annual required reconciliations, filings and tax documents, including, but not limited to, 941s, W-2s, 1094 and 1095, unemployment, workers compensation and BLS statistical reports.

· Interprets company policies and government regulations affecting payroll procedures

· Consults legal counsel to ensure that policies comply with federal and state laws. When necessary, represents organization at personnel-related hearings and investigations.

· Develops and maintains a human resources system that meets organizational and management needs

· Oversees the analysis, maintenance and communication of records required by law, local governing bodies, external auditors or other departments within the organization

· Writes and delivers presentations to corporate officers or government officials regarding human resources policies and procedures

· Provides guidance to management and administration on proper human resources processes and management of human resources issues

· Recruits employees to fill vacant positions, process employment applications and assists with the employment process

· Plans and coordinates new employee orientation to foster a positive attitude toward Hospital goals and provide an informative, effective onboarding process for new hires

· Responds to employee inquiries in a timely manner and provides information as needed to authorized individuals

· Compiles data from personnel records and prepares reports as needed

· Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separation.

· Keeps records of hired employee characteristics for governmental reporting purposes

· Compiles and maintains records for use in employee benefit administration.

· Prepares and files reports of accidents and injuries at Hospital

· Analyzes wage and salary reports to determine competitive compensation plan

· Studies legislation and analyzes industry trends

· Organizes annual employee service award recognitions, annual Christmas employee event and other employee-related recognitions as needed

· Works well in a team effort

· Participates in the Performance Improvement Process

· Excellent oral and written communication skills. Maintains tactful and effective communication.

· Other duties as assigned

Supervisory Responsibilities: This role has one direct report – the Human Resources Generalist.

Qualifications: Ability to perform each essential job duty satisfactorily. Strong interpersonal, technical and communication skills. Sound analytical and organization skills. Self-motivated and self-directed. Ability to work closely with senior and executive management teams in a collaborative, interactive team environment.

Education and/or Experience: High school diploma or general education degree (GED) required. Computer skills. At least five (5) years of Human resource-related experience and education preferred.

Customer Service: Supports and upholds the Organization’s philosophy of customer service. Assists with the identification of educational needs for the staff. Takes an active role in customer service issues as necessary. Recommends organizational and departmental improvements based on appropriate customer concerns.

Quality: Reviews and maintains annually appropriate access policies and procedures; quality improvement plans; safety, infection control, disaster and security programs according to established licensing and accredited body standards. Maintains a safe and efficient work environment. Maintains the confidentiality of patient, employee and corporate information. Promptly follow up with appropriate parties to effectively resolve problems.

Teamwork: Works effectively and cooperatively in groups/teams to continuously improve the process within which he/she works. Attends and participates at departmental team meetings, work-groups and other hospital educational programs. Accommodates and supports the changes required to meet departmental and organizational goals and customer needs. Assists and participates in initiating, developing and implementing change to activities required to meet departmental and organizational goals and customer needs. Assists staff to enhance leadership skills, resolve conflict and promote problem solving. Encourages staff to function as a team with free exchange of ideas within the group.

Communication and Interpersonal Relationships: Meets regularly with staff to communicate department activities, department and organizational performance and changes within the department and organization. Ensures necessary data, identified processing issues and related information is provided to the appropriate departments and individuals within the organization in a timely manner. Exhibits a professional and pleasant demeanor when dealing with staff and other hospital customers.

Personal Development: Attends external seminars for personal growth and development and shares pertinent information with other team members. Assures staff, including self, completion of mandatory education. Demonstrates willingness to utilize appropriate resources as questions and changes arise.

Language Skills: Ability to communicate effectively, both verbally and in writing. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and to respond to questions from groups of managers, clients, customers and the general public.

Mathematical Skills: Knowledge of accounting software and spreadsheets is essential. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
